NYC Expands Senior Housing Options Through HPD’s SARA Program

New York City’s Department of Housing Preservation and Development (HPD) is making a major shift in how affordable senior housing is designed. For the first time, the Senior Affordable Rental Apartments (SARA) program will include two-bedroom units, addressing the needs of older adults who live with family members or caregivers.

This change is more than a design choice—it’s a recognition of how seniors truly live. Many older New Yorkers depend on family support, whether it’s an adult child moving in to help with care or a grandchild sharing a home. Until now, the SARA program offered only studio and one-bedroom apartments, leaving seniors with few options if they wanted to stay with loved ones.

The new policy requires that at least 20% of new SARA apartments in high-need areas be two-bedroom units. This shift not only helps prevent isolation but also promotes more inclusive, intergenerational living arrangements, making it easier for seniors to age in place with dignity.

With New York City’s senior population rapidly growing, HPD’s initiative highlights the importance of building housing that reflects real needs—not just square footage. It’s a step forward in ensuring older adults remain connected to their families, communities, and support systems while still accessing affordable housing.
